Police impersonator bust nets 4 arrests

Four Indianapolis residents wanted for posing as armed police officers and bounty hunters have been arrested as part of a multi-agency investigation.

Indianapolis Metropolitan Police Department officials said Friday that an investigation launched four months ago has led to the arrests of Brian To, 24; Wesley Small, 23; Kenneth Hill, 34; and Jennifer Johnson, 32. Hill was arrested in Michigan.

In February 2015, investigators began working to track down a group of individuals posing as bounty hunters and police officers who had been forcing their way into homes while searching for subjects with outstanding warrants.

The alleged leader of the group, Alvino Jones, and the rest of the group's members were outfitted in police gear, badges, tactical vests and handguns, police said. Jones was already in custody before the four arrests were announced Friday.

The operation was a collaborative effort between multiple local, federal and out-of-state law enforcement agencies, police said.

Preliminary charging information on the suspects was not available Friday, but officials said they face multiple felony counts. The case remains under investigation.
