A Muncie man who has been arrested more than 100 times since 1991 is back in the Delaware County jail.

Tony Irvin McKinley, 56, was taken into custody Thursday afternoon on preliminary charges of intimidation, public intoxication and disorderly conduct.

According to a police report, city officers were sent to the 600 block of West Adams Street, after a man there said McKinley was refusing to leave his home after spitting on his floor.

Taken to IU Health Ball Memorial Hospital for an exam due to his apparent level of intoxication, McKinley allegedly told one officer he intended to “shoot him in the head,” the affidavit said. He also threatened to shoot hospital police officers.

McKinley — who has been arrested more than 115 times since the current county jail opened in 1991 — was being held Friday under a $7,000 bond.

Most of his arrests have been alcohol-related, leading to more than 20 convictions for public intoxication and at least eight for driving while intoxicated.
