IMPD Chief Troy Riggs rounds out command staff, makes promotions

New Indianapolis Metropolitan Police Chief Troy Riggs formally announced the appointments Monday of several officers to positions on his command staff. Nine officers also were promoted to the captain merit rank at a ceremony at the Indiana War Memorial, 431 N. Meridian St.

The appointments round out the new staff for Riggs, who last month announced six appointments to his executive staff. Monday's event was attended by Riggs, Mayor Joe Hogsett, U.S. Attorney Josh Minkler, FBI Special Agent in Charge Jay Abbott and Indiana State Police Superintendent Doug Carter.

The command staff appointments were:

Commanders:

  • Karen Arnett, Northwest District
  • Christopher Bailey, North District
  • Michael Bruin, East District
  • Ted Fries, Homeland Security
  • Michael Jefferson, Night Watch
  • Chad Knecht, Downtown District
  • Dawn Snyder, Southeast District
  • Michael Spears, Southwest District

Majors:

  • Phillip Burton, Homeland Security
  • James Cleek, Training Bureau
  • Eric Hench, Investigations
  • Thomas Kern, Information Technology/Real Time Data Center
  • David Robinson, Professional Standards

Those promoted to the merit rank of captain were:

  • Christopher Bailey, who is also a commander
  • Richard Riddle
  • Frederick Ilnicki
  • John Mann
  • Rebecca Lake
  • Donald Weilhamer
  • James Waters, who is also an assistant chief
  • John Walton
  • Bruce Wishart, who is a reserve officer

The six executive staff appointments, who were also recognized Monday, were:

  • Bryan Roach, Assistant Chief of Administration
  • Randal Taylor, Assistant Chief of Investigations
  • James Waters, Assistant Chief of Patrol
  • Valerie Cunningham, Deputy Chief of Patrol
  • William Lorah, Deputy Chief of Investigations
